{"id":5784,"date":"2021-06-08T15:44:49","date_gmt":"2021-06-08T20:44:49","guid":{"rendered":"https:\/\/www.teanecktoday.com\/blog\/?p=5784"},"modified":"2021-06-09T13:15:20","modified_gmt":"2021-06-09T18:15:20","slug":"may-november-relationship-does-the-turnout-argument-have-merit","status":"publish","type":"post","link":"https:\/\/www.teanecktoday.com\/blog\/elections\/may-november-relationship-does-the-turnout-argument-have-merit\/","title":{"rendered":"May-November Relationship: Does the turnout argument have merit?"},"content":{"rendered":"<p>The questions I <a href=\"https:\/\/www.teanecktoday.com\/blog\/teaneck\/a-may-november-romance\/\">raised <\/a>about the referendum to move Teaneck&#8217;s non-partisan Council elections to November, should be looked at carefully.<\/p>\n<h3>1) Does moving the elections increase turnout and reduce costs?<\/h3>\n<h3>2) What has happened in places that moved elections to November?<\/h3>\n<p>One argument put forward is that the BOE has already done this.<br \/>\nLet&#8217;s take a look at the data.<\/p>\n<hr>\n<h2>Did moving the BOE vote from April to November drive up turnout?<\/h2>\n<p>Not every November election is the same.&nbsp; Let&#8217;s examine the three basic types of November elections:<\/p>\n<ol>\n<li><strong>Presidential election years<\/strong><br \/>\n(I looked at 2016, a very large turnout election since 2020 was vote-by-mail &amp; very abnormal).<\/li>\n<li><strong>Even year non-Presidential elections&nbsp;<\/strong><br \/>\n(I looked at 2018 for this type of race &#8211; note: 2014 was uncontested)<\/li>\n<li><strong>Non &#8220;even-year&#8221; elections<\/strong><br \/>\n(I looked at 2019 for this type of race, although the data is similar in 2017 and 2015)<\/li>\n<\/ol>\n<h3>The Data<\/h3>\n<p>For each type of November election, I looked at three metrics:<\/p>\n<ol>\n<li><strong>Number of Voters<\/strong>: What was the total turnout?<\/li>\n<li><strong>Number of Votes<\/strong> (<strong>expected<\/strong>): How many BOE votes could have happened (# of Voters x 3 positions available)?<\/li>\n<li><strong>Number of BOE Votes<\/strong> (<strong>cast<\/strong>): How many BOE votes did voters use for BOE candidates?<\/li>\n<\/ol>\n<p>This chart represents the results:<!--more--><\/p>\n\n<table id=\"tablepress-29\" class=\"tablepress tablepress-id-29\">\n<thead>\n<tr class=\"row-1\">\n\t<td class=\"column-1\"><\/td><th class=\"column-2\">2016<\/th><th class=\"column-3\">2018<\/th><th class=\"column-4\">2019<\/th>\n<\/tr>\n<\/thead>\n<tbody class=\"row-striping row-hover\">\n<tr class=\"row-2\">\n\t<td class=\"column-1\">Voter Turnout<\/td><td class=\"column-2\">20,152<\/td><td class=\"column-3\">17,450<\/td><td class=\"column-4\">7,908<\/td>\n<\/tr>\n<tr class=\"row-3\">\n\t<td class=\"column-1\">Possible BOE votes<\/td><td class=\"column-2\">60,456<\/td><td class=\"column-3\">52,350<\/td><td class=\"column-4\">23,724<\/td>\n<\/tr>\n<tr class=\"row-4\">\n\t<td class=\"column-1\">Actual BOE votes<\/td><td class=\"column-2\">21,581<\/td><td class=\"column-3\">26,292<\/td><td class=\"column-4\">17,182<\/td>\n<\/tr>\n<tr class=\"row-5\">\n\t<td class=\"column-1\">Unused votes<\/td><td class=\"column-2\">38,875<\/td><td class=\"column-3\">26,058<\/td><td class=\"column-4\">6,542<\/td>\n<\/tr>\n<tr class=\"row-6\">\n\t<td class=\"column-1\">% of Turnout NOT voting for BOE<\/td><td class=\"column-2\">64.3%<\/td><td class=\"column-3\">49.8%<\/td><td class=\"column-4\">27.6%<\/td>\n<\/tr>\n<tr class=\"row-7\">\n\t<td class=\"column-1\">Number of voters skipping BOE<\/td><td class=\"column-2\">Up to 12,958<\/td><td class=\"column-3\">Up to 8,686<\/td><td class=\"column-4\">Up to 2,180<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<!-- #tablepress-29 from cache -->\n<h2>So, does turnout go up?<\/h2>\n<p>A little bit and no.<\/p>\n<p><span style=\"text-decoration: underline\">April<\/span> Elections ONLY had BOE elections.<br \/>\nVoting turnout was fairly constant (with slightly higher turnout for contested races and slightly lower turnout for uncontested races).<\/p>\n<p><span style=\"text-decoration: underline\">November<\/span> election turnout largely depends on the type of year.&nbsp; Presidential Election years have much higher turnout than others years and &#8220;even&#8221; years (e.g. 2018) have higher turnout than &#8220;odd&#8221; number years (e.g. 2017 or 2019).<\/p>\n<p><strong>Important<\/strong>: Turnout doesn&#8217;t translate down the ballot to BOE.<br \/>\nThe vast majority of November voters will not pick <em>anyone<\/em> for Board of Education.<\/p>\n<p>It&#8217;s true that there were more people VOTING in November elections than when the BOE elections were held in April.<\/p>\n<p>BUT, the number of people voting in the election isn&#8217;t the whole story, as <span style=\"background-color: #ffff00\"><strong>most people voting in November elections SKIP the BOE choices<\/strong><\/span> altogether.<\/p>\n<p><strong>DATA:<\/strong><\/p>\n<p>Let&#8217;s examine the data, remembering that the reasons underlying the decision to move these elections revolve around money and <span style=\"text-decoration: underline\"><strong>turnout<\/strong><\/span>.<\/p>\n<p>A note: We can&#8217;t know which voters voted in the BOE election (as the vote is anonymous), but we do know <strong>how many people vote<\/strong> and <strong>how many votes<\/strong> are cast.<\/p>\n<blockquote><p>Example:<\/p>\n<ul>\n<li>5 BOE candidates<\/li>\n<li>3 BOE trustee positions<\/li>\n<li>100 voters<\/li>\n<\/ul>\n<p>If 100 people vote in the election, we have the capacity to see 300 votes for BOE candidates (each voter can choose 3 candidates in the BOE election, so 100 x 3 = 300).<br \/>\nThe difference between the 300 potential BOE votes in our hypothetical, and the actual number of votes received, is called the &#8220;undervote&#8221;.<br \/>\n(some will use only 1 or 2 votes (bullet voting), while some will skip the election entirely &#8211; but if most people skip the election altogether, we can see the large number of &#8220;undervotes&#8221; in the data.&nbsp; And we do)<\/p>\n<\/blockquote>\n<p>By calculating the undervote, we can get a sense as to how many people skipped the BOE section entirely.<\/p>\n<h3><span style=\"background-color: #ffff00\">Here&#8217;s how the undervote looked for the elections in the chart above:<\/span><\/h3>\n<h2>2016 November Election in Teaneck<\/h2>\n<p>Presidential election years, generally see the highest turnout and 2016 was a very high turnout year here and beyond.&nbsp; As 2020 was a very odd year in terms of vote by mail and the pandemic, this will be the best year to see what the effect of major turnout is on a BOE non-partisan race.&nbsp; So what happened?<\/p>\n<p>In November of 2016, Teaneck residents flocked to the polls.&nbsp; 20,152 residents voted in that election, which also had a space for the non-partisan Board of Education.<\/p>\n<p><strong>Potential BOE votes for 2016<\/strong>: 20,152 voters could have cast <span style=\"color: #3366ff\">60,456<\/span> votes (3 per voter).<\/p>\n<p><strong>Number of BOE Votes cast for 2016<\/strong>: <span style=\"color: #ff0000\">21,581<\/span><\/p>\n<p>What happened to the other <span style=\"color: #ff0000\">38,875<\/span> BOE votes?<\/p>\n<p>No doubt, some people voted for 1 or 2 candidates only (bullet voting), but that would only be a portion of those.&nbsp; The fact of the matter is that moving the election to November saw massive increases in turnout, but that did not translate into up to 20,152 people voting for the BOE candidates.<\/p>\n<p><span style=\"background-color: #ffff00\">In short, the turnout argument didn&#8217;t happen.<\/span><\/p>\n<h2>2018 November Election in Teaneck<\/h2>\n<p>In 2018, there were several races of interest, but as a non-Presidential voting year, 2018 saw less interest in terms of turnout than 2016.<\/p>\n<p>Nevertheless, Teaneck saw 17,450 voters in that election, which also featured the non-partisan Board of Education race.<\/p>\n<p><strong>Potential BOE votes for 2018<\/strong>: 17,450 voters could have cast <span style=\"color: #3366ff\">52,350<\/span> votes (3 votes per voter).<\/p>\n<p><strong>Number of BOE Votes cast for 2018<\/strong>: <span style=\"color: #ff0000\">26,292&nbsp;votes cast.<\/span><\/p>\n<p>What happened to the other <span style=\"color: #ff0000\">26,058<\/span> BOE votes?<\/p>\n<p>No doubt, some people voted for 1 or 2 candidates only (bullet voting), but that would only be a portion of those.&nbsp; The fact of the matter is that moving the election to November saw increases in turnout, but just like 2016, that did not translate into up to 8,686 people voting for the BOE candidates.<\/p>\n<p>NEARLY HALF (49.8%) of the voters decided to skip the BOE section of the ballot.<\/p>\n<h2>2019 November Election in Teaneck<\/h2>\n<p>Non-even year November Ballots are very low turnout elections.&nbsp; The only people voting either really like to vote, feel a certain civic duty or know something about the race.<\/p>\n<p>As such, turnout is the lowest of the three types of November elections listed.<\/p>\n<p>In 2019, Teaneck saw 7,908 votes go to to the polls, which also had a space for the non-partisan Board of Education.<\/p>\n<p><strong>Potential BOE votes for 2019<\/strong>: 7,908 voters could have cast&nbsp; <span style=\"color: #3366ff\">23,724<\/span> votes (3 per voter).<\/p>\n<p><strong>Number of BOE Votes cast for 2019<\/strong>: <span style=\"color: #ff0000\">17,182 votes cast.<\/span><\/p>\n<p>What happened to the other <span style=\"color: #ff0000\">6,542<\/span> BOE votes?<\/p>\n<p><strong>Result<\/strong>: A record low number of people in an off-year November election and even still, <span style=\"text-decoration: underline\">among the die-hard voters that came out for uncontested races<\/span>, 27.6% of the votes for BOE, which WAS contested, never happened.<\/p>\n<hr>\n<p>No doubt, some portion of residents voted for 1 or 2 candidates only (bullet voting).&nbsp; That doesn&#8217;t explain 38,875 undervotes for an election like 2018.<\/p>\n<p>The fact of the matter is that moving the election to November saw few increases in turnout.<\/p>\n<h2><strong>Conclusion<\/strong>:<\/h2>\n<p>While it&#8217;s unclear <span style=\"text-decoration: underline\">why<\/span> people choose to stay home or vote in April or May elections, it&#8217;s not a matter of access.&nbsp; in turnout.<\/p>\n<p><strong>Even-numbered years<\/strong>: Without a presidential election, one year (2012) went without an increase in turnout and one year (2018) saw turnout increase on par with the turnout we saw in 2010 (which took place in April).<\/p>\n<p><strong>Presidential Election years<\/strong>: This is the only year that saw slightly higher turnout, but it&#8217;s within a tiny margin, considering the massive number of additional voters in that election &#8212; sadly, most chose not to participate down-ballot.<\/p>\n<p><strong>The argument that moving the vote will increase turnout should be thoroughly examined.<\/strong><\/p>\n<p>There will certainly be positives and negatives to this move; if the positives do not even materialize, how will they outweigh the negatives?<\/p>\n<h2>What are the negatives to moving elections to November?<\/h2>\n<p>That will be the topic of the next post as we examine towns that have made this change.&nbsp; useful way, I&#8217;ve adjusted the data.&nbsp; To do so, I looked at the total turnout in the November election, determined how many BOE votes could have been cast and compared that tally to the number of votes actually cast.<br \/>\n(If you have a better proxy to determine the number of people voting for BOE candidates in November, I&#8217;d be happy to run the numbers another way.)<\/p>\n<p>As an example:<\/p>\n<blockquote><p>Say there were 100 people voting, representing 25% of the registered voters.<br \/>\nWe could see UP TO 300 BOE Votes (each of the 100 voters can vote for 3 candidates).<br \/>\nWe observe 150 BOE votes.<br \/>\nHalf of the potential BOE votes were cast.<\/p>\n<p>In that case, I&#8217;d multiply the total turnout (25%) by the BOE vote turnout
