We where [sic] told now that the clerk is speaking to the towns [sic] attorney about the mini bowling.\u00a0Mini bowling is like arcade bowing where you put your money in the machine and you get to mini bowl a few frames with a small ball. There is no need for bowling shoes and the lane is much smaller then a real bowling alley. I attached a picture of the one we would be buying , it comes with two lanes . The place is going to be for slot cars not a bowling alley.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/blockquote>\n<p>The owner sent me this youtube video to show what it&#8217;s going to be like.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/lLGOoQWaYb4\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>This is a wonderful amenity for Cedar Lane.\u00a0 It would bring family-oriented entertainment to the business district, and along with them, the money families spend on shops, restaurants, etc&#8230;<\/p>\n<p>Here&#8217;s the provisions at issue in the lawsuit:<\/p>\n<blockquote>\n<div id=\"13649175\" class=\"barTitle sectionTitle 13649175\" data-guid=\"13649175\"><a class=\"titleLink\" href=\"https:\/\/ecode360.com\/13649175?highlight=is%20carried%20on%20as%20a%20business,license,licenses,recreation,the,unless%20duly%20licensed%20in%20accordance%20with%20the%20provisions#13649175\"><span class=\"titleNumber\">Sec.\u00a05-1<\/span><span class=\"titleTitle\"><span class=\"highlight\">Licenses<\/span>\u00a0\u2014\u00a0Required.<\/span><\/a><\/div>\n<\/blockquote>\n<div id=\"13649175_content\" class=\"section_content content\">\n<blockquote>\n<div class=\"history\">[R.O.1951, ch. 5, \u00a7\u00a01;\u00a0<span class=\"legref\"><span class=\"loclaw\">Ord. No. 1004<\/span><\/span>, \u00a7\u00a01;\u00a0<span class=\"legref\"><span class=\"loclaw\">Ord. No. 1568<\/span><\/span>, \u00a7\u00a01.]<\/div>\n<div class=\"para\">No person, whether owner or sponsor,\u00a0<span class=\"highlight\">unless duly licensed in accordance with the provisions<\/span>\u00a0of this article, shall have, keep, own or maintain within\u00a0<span class=\"highlight\">the<\/span>\u00a0Township any billiard rooms or poolrooms, dance halls, skating rinks, roller derby, <strong>bowling alleys<\/strong>, tennis courts, squash courts, swimming pools, golf courses or other places where amusement or\u00a0<span class=\"highlight\">recreation<\/span>\u00a0of\u00a0<span class=\"highlight\">the<\/span>\u00a0public\u00a0<span class=\"highlight\">is carried on as a business<\/span>. (emphasis added)<\/div>\n<\/blockquote>\n<div>and<\/div>\n<div>\n<blockquote>\n<div id=\"13649197\" class=\"barTitle sectionTitle 13649197\" data-guid=\"13649197\"><a class=\"titleLink\" href=\"https:\/\/ecode360.com\/13649175?highlight=is%20carried%20on%20as%20a%20business,license,licenses,recreation,the,unless%20duly%20licensed%20in%20accordance%20with%20the%20provisions#13649197\"><span class=\"titleNumber\">Sec.\u00a05-14<\/span><span class=\"titleTitle\">Buildings to be open to public view.<\/span><\/a><br \/>\n[R.O.1951, ch. 5, \u00a7\u00a014.]\nWhenever any business licensed under this article is carried on indoors,\u00a0<strong><span class=\"highlight\">the<\/span>\u00a0place of business shall at all times have\u00a0<span class=\"highlight\">the<\/span>\u00a0entire interior of such room or place in which\u00a0<span class=\"highlight\">the<\/span>\u00a0business is conducted, open to full view from\u00a0<span class=\"highlight\">the\u00a0<\/span>public street<\/strong>. Such view shall not be obstructed by\u00a0<span class=\"highlight\">the<\/span>\u00a0use of nontransparent glass or of a shade, blind, shutter, screen, merchandise or any other article placed within or without\u00a0<span class=\"highlight\">the<\/span>\u00a0building in which such room is located. (emphasis added)<\/div>\n<\/blockquote>\n<\/div>\n<\/div>\n<p>At the <a href=\"http:\/\/teanecktownnj.iqm2.com\/Citizens\/SplitView.aspx?Mode=Video&amp;MeetingID=1491&amp;Format=Agenda\">July Town Council meeting<\/a>, I requested information about the ordinances that stood in the way.\u00a0 You can view Senator Weinberg&#8217;s comments at 9:50 pm, the response from Council, the manager and Township attorney at 10:18 pm.<\/p>\n<p>While there was no final conclusion as of that July meeting, the Township attorney stated that it seemed, based on his review, that the ordinances stemmed back from the days of prohibition.\u00a0\u00a0It appears they are a throwback to the days when law enforcement wanted windows for all businesses (to see if you were literally operating an illegal gin joint) and when harmful fumes would collect in basements (due to lack of adequate ventilation).<\/p>\n<p>As I&#8217;m working on the elimination of stale ordinances hampering residents and businesses with pointless regulations, I stated that I would add it to the list of &#8220;out-of-date&#8221; ordinances, still stuck on our books.<\/p>\n<p>Considering the odds of running a speakeasy are fairly low and the dangers of harmful inhalation are now handled through safety regulations, a compromise was reached to comply with the vague technicalities, whereas the owner would install cameras to give police &#8220;access&#8221; to see that no bootleg liquor is being sold, while the council contemplated the best way to address the severely out-of-date ordinances that led to this complicated workaround.<\/p>\n<p>And in October, after agreements were worked out and legal i&#8217;s were dotted, an &#8220;Amusement or Recreation Business License, Certificate No. 821&#8221; was issued.<\/p>\n<p>But this business isn&#8217;t slated for just ANY basement.\u00a0 It&#8217;s the basement of 545 Cedar Lane &#8212; and Senator Loretta Weinberg has an office in that building.<\/p>\n<p>Wasting little time, Senate Majority Leader had her chief of staff write the Township complaining about the possibility that a family-friendly establishment might use the same entrance as she and her constituents.<\/p>\n<p>And then, Senator Weinberg <a href=\"https:\/\/www.teanecktoday.com\/blog\/wp-content\/uploads\/2018\/11\/2018-07-18_Weinberg-email-2-1.jpg\" data-rel=\"lightbox-image-4\" data-rl_title=\"\" data-rl_caption=\"\" title=\"\">stated<\/a> that &#8220;even though the [township] lawyer seems to have deemed the ordinance something going back to Prohibition days \u2013 it is still an ordinance on the books. Perhaps it hasn\u2019t been used in a long time, because we have not been asked to house such an operation on Cedar Lane.&#8221;<\/p>\n<p><a href=\"https:\/\/www.teanecktoday.com\/blog\/wp-content\/uploads\/2018\/11\/2018-07-18_Weinberg-email-2-1.jpg\" data-rel=\"lightbox-image-5\" data-rl_title=\"\" data-rl_caption=\"\" title=\"\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-650 alignleft\" src=\"https:\/\/www.teanecktoday.com\/blog\/wp-content\/uploads\/2018\/11\/2018-07-18_Weinberg-email-2-1-150x150.jpg\" alt=\"\" width=\"216\" height=\"216\" \/>\u00a0<\/a><a href=\"https:\/\/www.teanecktoday.com\/blog\/wp-content\/uploads\/2018\/11\/2018-07-18_Weinberg-email.jpg\" data-rel=\"lightbox-image-6\" data-rl_title=\"\" data-rl_caption=\"\" title=\"\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-629 alignnone\" src=\"https:\/\/www.teanecktoday.com\/blog\/wp-content\/uploads\/2018\/11\/2018-07-18_Weinberg-email-300x183.jpg\" alt=\"\" width=\"300\" height=\"183\" srcset=\"https:\/\/www.teanecktoday.com\/blog\/wp-content\/uploads\/2018\/11\/2018-07-18_Weinberg-email-300x183.jpg 300w, https:\/\/www.teanecktoday.com\/blog\/wp-content\/uploads\/2018\/11\/2018-07-18_Weinberg-email-768x470.jpg 768w, https:\/\/www.teanecktoday.com\/blog\/wp-content\/uploads\/2018\/11\/2018-07-18_Weinberg-email-1024x626.jpg 1024w, https:\/\/www.teanecktoday.com\/blog\/wp-content\/uploads\/2018\/11\/2018-07-18_Weinberg-email.jpg 1171w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>TL;DR: It&#8217;s law &#8212; and however nonsensical, however outdated, the law must be followed.\u00a0 Especially when you work in the building!<\/p>\n<p>Folks, this is not a bowling alley.\u00a0 Perhaps, the good Senator truly believes in every technicality of the law being adhered to, even when it makes little sense.\u00a0 But, <strong><em>if that&#8217;s the case<\/em><\/strong>, it raises questions about other ordinances on the books.<\/p>\n<p>For instance, our sign code:<\/p>\n<div id=\"13651239\" class=\"barTitle sectionTitle 13651239\" data-guid=\"13651239\"><a class=\"titleLink\" href=\"https:\/\/ecode360.com\/13651239?highlight=floor,sign,signs#13651239\"><span class=\"titleNumber\">Sec.\u00a029A-18<\/span><span class=\"titleTitle\">Same\u00a0\u2014\u00a0Permitted area of window display\u00a0<span class=\"highlight\">signs<\/span>.<\/span><\/a><\/div>\n<div id=\"13651239_content\" class=\"section_content content\">\n<div class=\"history\">[<span class=\"legref\"><span class=\"loclaw\">Ord. No. 1329<\/span><\/span>, \u00a7\u00a05]<\/div>\n<div class=\"para\">Except during the course of repairs or alterations, <strong>no more than 25% of the square footage of any single window display area shall be devoted to\u00a0<span class=\"highlight\">signs<\/span><\/strong>\u00a0or other temporary advertising material attached to such window or windows or otherwise exposed to public view.<\/div>\n<div><\/div>\n<h2>Take a look at the sign in the second floor window:<\/h2>\n<div><a style=\"background-color: #ffffff;\" title=\"33-18c)(5)e.5\" href=\"https:\/\/ecode360.com\/13627987#13627987\">Sec. 33-18 (c)(5)(e)5. &#8212;\u00a0\u00a0<span class=\"highlight\">Window<\/span>\u00a0<span class=\"highlight\">signs<\/span>.<\/a><\/div>\n<\/div>\n<div>\n<div class=\"litem_content content\">\n<div class=\"para\"><span class=\"highlight\">Signs<\/span>\u00a0are permitted <em>only on the first story of a building<\/em> except as otherwise provided below for\u00a0<span class=\"highlight\">window<\/span>\u00a0<span class=\"highlight\">signs<\/span>.<\/div>\n<div>\n<div class=\"level\">\n<div id=\"13627990\" class=\"litem\"><a class=\"litem_number\" title=\"33-18c)(5)e.5\" href=\"https:\/\/ecode360.com\/13627987#13627987\">Sec. 33-18 (c)(5)(f)<\/a><\/div>\n<div class=\"litem\">\n<p><a class=\"litem_number hovered\" title=\"33-18c)(5)f.1\" href=\"https:\/\/ecode360.com\/13627990#13627990\">1.\u00a0<\/a>A\u00a0<em><span class=\"highlight\">window<\/span>\u00a0<span class=\"highlight\">sign<\/span>\u00a0shall not exceed 30% of the\u00a0<span class=\"highlight\">window<\/span>\u00a0area<\/em> of the\u00a0<span class=\"highlight\">window<\/span>\u00a0in which the\u00a0<span class=\"highlight\">sign<\/span>\u00a0is proposed.<\/p>\n<div class=\"litem_content content\"><a class=\"litem_number\" title=\"33-18c)(5)f.3\" href=\"https:\/\/ecode360.com\/13627992#13627992\">3.\u00a0<\/a><em>No\u00a0<span class=\"highlight\">window<\/span>\u00a0<span class=\"highlight\">signs<\/span>\u00a0shall be permitted\u00a0<span class=\"highlight\">above<\/span>\u00a0the second story<\/em> of a building<sup>1<\/sup>.<\/div>\n<\/div>\n<\/div>\n<div><\/div>\n<div class=\"level\">\n<div>Then again, that&#8217;s just the sign that Senator Weinberg actually bothered to request permission to put up.\u00a0 You may remember these non-permitted signs she felt, need not comply with Township ordinances, concerning signage and permit requirements:<\/div>\n<div><a area that will certainly benefit from it.<\/div>\n<div><\/div>\n<div>Why is Senator Weinberg intentionally hurting businesses and the Township that she is supposed to represent?<\/div>\n<div><\/div>\n<h2><strong>UPDATE<\/strong>:<\/h2>\n<p>The ordinances at issue in the lawsuit was apparently <a
