In 1938, Mr. Van Wagner deferred to Mr. Votee, in 1946, Mr. Deissler who was high man voluntarily deferred to Mr. Clarence Brett, and the following term Mr. Brett was high man and voluntarily deferred to Mr. Deissler and Mr. Haggerty, third high man, was voted Deputy Mayor.&#8221;<\/p>\n\n<!-- Generated using Document Gallery. be elected Mayor<\/strong>&#8220;, <a href=\"https:\/\/www.teanecktoday.com\/blog\/wp-content\/uploads\/2019\/12\/1966-05-23_High-Man-as-Mayor-discussion.jpg\" data-rel=\"lightbox-image-bGlnaHRib3gtaW1hZ2UtNA==\" data-rl_title=\"\" data-rl_caption=\"\" data-rl_title=\"\" data-rl_caption=\"\" title=\"\">Mayor Costa replied<\/a>:<\/p>\n<blockquote><p>&#8220;It was not necessarily the Councilman with the highest number of votes.&#8221;<\/p><\/blockquote>\n<p>In the 1970, <em>even before the 1988 referendum<\/em>, we can see it was not the policy to elect the
